William E. Bailey III

President

William “Bill” Bailey is a construction project management professional with a foundation in architecture from Texas A&M University and decades of experience delivering some of the nation’s most complex, high-profile facilities. During his tenure at Linbeck, he worked on major projects including NRG Stadium, residence halls at Rice University and Texas A&M University, and multiple stadium developments.

He later served as an Owner’s Representative at Legends, supporting large-scale, high-stakes projects such as SoFi Stadium, the Hollywood Bowl, and the Buffalo Bills Stadium project. Throughout his career, William has specialized in managing large, complex construction efforts—many exceeding $5 billion—where coordination, risk management, and disciplined execution are critical.

Through Bailey Project Management, William provides owner-focused leadership grounded in real-world experience, helping clients navigate complexity, control risk, and deliver successful projects from planning through completion.

Paige Bailey is an attorney and MBA who brings strategic, legal, and business insight to Bailey Project Management. With a background in law and business operations, she supports the firm through contract review, risk awareness, and organizational strategy. As a partner in the venture, Paige helps ensure the firm’s work is structured, compliant, and aligned with clients’ broader business objectives.
